I had issues as well when I did a new hdd install and it was because I had an OS update file and not the full OS. I them recloned (using Seagate's Disk Tools) the new HDD after I used Disk Part from command line and reinitialized and reformatted. The SP1 installation ran normally right from the same optical disk, same DVD, same hardware, only a different type of OS installation. Windows Update is working again. Once again Windows updates are working, as indeed are downloads in Internet Explorer!
