Windows 7 Clean Install Problem Freeze At "setup Is Preparing Comp."

When I rebooted to finish the process Windows would not retart. That seems to have been fixed when I cleared the board and reconfigured BIOS. Unfortunately the laptop had been infected beyond repair by a virus/malware and would not boot past bios.
