Test Time: 01:09:05, June 04, 2013 I have contacted Western Digital support through e-mail for more advice. I even had it replaced with a new motherboard and less than 2 months later, the same problem occurs. I have to unplug the USB cable and replug it in again.

You need something, actually two somethings, large enough to hold them. If the other device draws a varying amount of current, it might not let the disk start up fast enough to be counted as up and running by Windows.
